A 47-year-old driver has been charged with driving under the influence of marijuana after hitting and killing a man Monday evening in Vancouver.

Witnesses told police that a man carrying a bag of groceries stepped into traffic from a median prior to the crash. The driver who remained at the scene was arrested. The crash remains under investigation. This is believed to be the first time that a person has been arrested for a marijuana violation since the drug became legal.
